2016 Constitutional Review

The General Assembly met in Spring 2016 and tasked the SRC President to establish a plan to lead the Students’ Representative Council through a constitutional and electoral reform. Undergoing a re- evaluation of the association’s guiding documents and processes is integral to the success of the SRC. Over the past 3 years, the SRC has faced numerous challenges and setbacks, particularly in relation to policy and procedures. In order to advance the SRC in a positive direction – a direction that focuses on representation, dedication, advancement and outputs – it is important to review our governance, which sets the foundation that our student government needs. This process of evaluation, however, should undoubtedly include a representative committee, multiple student consultations and an implementation process that will not disrupt the operations and representation of the SRC. Needless to say, every proposal, consultation, etc. should have the best interest of the students in mind. 

The following proposal is the result of research, legal consultation and hired support. This proposal is not definitive – the General Assembly will serve as the final decision-makers and shall motion to approve this proposal as is or amended. 

During the 2016-17 year, The constitutional review committee met:

Monday: 8:30-10:00am

Monday: 3:00-4:30pm

Thursday: 7:00-8:30pm OR Friday 5:00-6:30pm

  •  General Assembly motions to adopt proposal and extend the mandate of the Constitutional Review Committee to continue for 2017-2018 year for Phase 3: Implementation, Ratification and Referendum

May 1-31, 2017

  • Seek out a lawyer at arm’s length from the university to review the Constitution, By-Laws and Policies
  • Seek out support on process to become accredited (Review the Quebec Act in folder to review the process, timelines, applications, etc.)

June 1 – August 1, 2017

  • Approve referendum at Special General Assembly to become accredited

Fall 2017 General Election in September

  •  At this point, ensure that the SRC has a Strategic Plan, Audit/Review Financial Statements

October 23-31, 2017

  • Present new constitution to General Assembly

November 1-10, 2017

  • Information sessions
  • General Assembly members position in the SUB/Library/Dewhurst to answer questions and concerns

November 13-17, 2017

  • First vote at General Assembly on new constitution
